Typically you will win with Electrostatic Pummeler with at least 6 energy and 4 Mana (surprisingly common occurrence). With multiple ways of doing it you pump until you can't pump anymore and use Pummeler's activated ability over and over again for the win. If all else fails you just fit the roll of a beat down deck. Blossoming Defense is your best friend.

How/why/what makes this infect?

It just plays in a similar fashion. It is probably more similar to the old UR Kiln Fiend deck with Probes but a lot of new standard players haven't heard of that deck.
