You may look at that card as long as it remains removed from the game. You may play that card without paying its mana cost as long as Intet remains in play.

Card discussion for Intet, the Dreamer

Can you play cards that are removed from the game with intet as instant speed? also if intet dies what happens to the cards that where removed? like if i get him out again(edh for example) can i still play those cards??

i think you cant play it again even if you re-summon intet, although you might want to ask a magic judge...

If Intet would leave play and later come back you would not be able to cast spells exiled by a previous instance. just like i can boomerang my plainswalker after using an ability, play him again and play the same ability as the new instance is treated as a different card.
This is not limited to the death and replay often found in commander but also effects, such as cloudshift, which flicker.

Any spell cast through Intet are subject to their own speeds, thus requiring something like Leyline of Anticipation to go up to instant speed.
