Card discussion for Liliana Vess

Question regarding Liliana's -2 ability. After I reshuffle my library, do I offer my deck to my opponent to let them shuffle/cut and then place the card I want on the top? I'm guessing "then shuffle your library" means shuffle and offer to opponent to cut/shuffle, then "and put that card on top of it" would happen after. I just want to clarify because I can't find any official rulings. I may be searching with the wrong phrases. Thanks.

Yes, you put the card off to the side of your deck as your opponent cuts your deck, then you place said card on top. Otherwise the ability would be useless

I have also found that a friend of mine debated whether or not you could use her -2 ability before your draw step, as an upkeep ability. I wasn't sure so i didn't really know whether or not to correct him on it?

Planes walker abilities can only be played as a sorcery, so can't be used during upkeep.

Being able to activate her -2 during the upkeep would make her the most broken card in standard.
