Seriously! Most Planeswalkers are saddled with some drawback or another like: one or two lousy abilities, bad loyalty costs, too high cmc, or wrong color for their play style. But this guy, all his abilities are functional, his cmc and loyalty costs are appropriate, the abilities themselves are not too powerful, but not too weak. And since he's colorless he can fit into any deck with ease. Nice card.

lol, planning to make a colorless deck with him in it. Second he gets out, use his -X, X being highest cmc on opponent's field up to seven, exile EVERY permanent that they have, and then demolish them. That or just kill them with his +2.

If you put a creature into play using Ugin's ultimate, is that creature "cast from hand" ex. Ulamog, the Infinate Gyre? Would you draw 4 cards?

I think you mean Kozilek, Butcher of Truth rather than Ulamog, but for either of these guys the answer is no. The requirement for that effect is that you cast it from your hand. Ugin does not cast things for you, his ultimate allows you to skip the casting step and simply put something from your hand to the battlefield.
