He is hardly "broken". 2 power for 3 mana isn't exactly threatening, you know. Yes, it has 3 abilities on top, however, 2 of them are creature combat related and the third one (lifelink) doesn't affect board position. So, yes, he is handy against an "honest" creature based deck but quite weak against control and combo decks. A Hypnotic Specter is many times better in the control and combo matchups.
