I know this deck isn't quite completed yet, but I love the direction it's headed so far.
Also, I would definitely play Hatred... cause it allows you to one shot someone with Greven.

But other than that, really dig this build so far

I adore how left field the combo is, for starters.
The originality and effectiveness are outstanding

Instead of Augury Owl, play Shriekmaw
It's a 3/2 with fear, and you can evoke it for a doom blade
I also suggest Go For the Throat, Victim of Night, and also Snuff Out, hell and even Murder is good too.
But overall, I really like this build, and the budget part is just a plus.

And since you're playing Niv-Mizzet, The Firemind, you will DEFINITELY want a Curiosity to infinitely trigger card draw with your general
Also go for equipment cards like Basilisk Collar or Quietus Spike to give to Niv so that EVERYTIME you draw a card, you can kill one of your opponent's creatures
