Honestly if your budget for an EDH deck is 20$, you probably should consider a different format. However this deck has some actual potential at the kitchen table. Brago is a top tier azorius commander and with a well tuned version can beat out even the strongest decks. This very budget friendly deck doesn't quite play the same way the top tier decks do, but flicker value and combos still exist.
Gain value through flickering permanents with brago and win that way. Alternatively assemble a combo where you have Peregrine Drake + Archaeomancer/Mnemonic wall along with a Ghostly flicker effect to generate infinite mana. You may need to use some creativity to win with that or just Blue Sun's Zenith to victory.
