+1 from me the concept of the deck looks really cool

I don't try and "focus" it more meaning: try and make the deck more consistent and insread of running 1 or 2 of a card run 3 or 4.
That's all otherwise I really like it.

Thanks for the view and the +1! Look closer now that I edited. Everything actually is stacked at 4 or 1 each for cards except Fog Bank. Surveilling Sprite and Palace Familiar serve the same purpose in the deck.

Also I didn't see this till now - 16 lands for sure won't work I run 24 usually

Ah, but it does surprisingly. The point of the one mana spells and mishra's baubles makes it so you only need one land and one or two of those to start your hand. The draw function of the deck makes up for the initial lack. But I added it up to 18 anyway with taking out Ancestral Vision and Time Warp.

Mishra's Bauble also makes the deck conceptually at 56 rather than 60

Sorry last thing :)

This is a Sphinx's Tutelage deck so for sure you need t run the full 4 copies to make sure you find one at least once per game.

Love the concept behind, but like GrenFire5 said, try and fix the deck so that you can get the cards you need to win as fast and as often as possible. No use having a combo if you only have two cards in an entire deck. ;)

Palace Familiar and Surveilling Sprite could be replaced with Jace's Archivist. On the one hand you provide your opponent with additional carddraw but you also mill him really hard. With 5 cards on your hand and 1 Sphinx's Tutelage on the field you will mill at least 10 cards for 1 mana.
I would also concentrate more on the Sphinx's Tutelage strategy. I would remove Startled Awake and Hedron Crab as those are cards special to mill decks. You on the other hand want to execute a draw-mill technique. Staying alive will be hard enough as mill is one of the slowest win-options I now. Adding some ,ore carddraw or search-cards might also be an aproch.

Aside from the Archivist mentioned above Jace's Erasure might help you. It's a weaker version of Sphinx's Tutelage but it helps you to draw at least 1-2 cards that provide you with the desired effect. Jace's Phantasm is a good and cheap creature that can be used as defender or to beat your opponent when is miraculous at low life. I would only use 2-3 as this creature only becomes good after some turns so you don't want it in your starting hand.
Splashing black would give you access to some interesting draw/ discard and control spells.

Hey thanks for the many thoughts!

I took out Startled Awake, but kept in the Hedron Crabs. After playing, they appear to be the fastest method for reaching effects such as Visions of Beyond. They also help to start a mill on turn 2, rather than waiting for turns 3 or 4 with the enchantments. I get it that drawing on my end is nice, but milling is what ultimately wins. Since I don't have mana accelerants, I generally don't play out all of the cards I draw anyway.

I like the thought of Jace's Archivist. It definitely makes for faster play, and ideally, it would only be in two-player games. The other opponent(s) would benefit from card draw if I didn't time it well. But regardless, that effect doesn't have to be used if I don't want it to be.

As for Jace's Phantasms, I'm fine to keep those with a sideboard in case I come across a deck that has more force and a threat. Still, they are good for versatility. Splashing black I think would slow the deck down with needing specific mana on the opening turns, despite there being good cards available.

I did a standard mill deck some time ago that revolved around Sphinx's Tutelage, the deck was U/R but that only as information.
Monastery Siege is an enchantment that allows you to choose between Khans and Dragons. Choosing Khans makes you draw an Additional card at your upkeep, choosing Dragons makes it more expensive for your opponent to cast spells at you or your creatures. Whelming Wave is Echoing Truth's big brother. Drawback is that it also brings your own creatures back to your hand.
Something that also came to my mind would be Ghostly Flicker. This allows you to either protect your creatures or blink two lands that, when re-entering, activate Hedron Crab.
I would also up the number of lands to 20+, even if you go a little bit over 60 cards with this.
