Deck Description

(As a side note, yes, the deck color indicator says that this deck is GU. This is 'technically' true, since Mutagenic Growth is displayed, but by the same token the aforesaid card is only being used for its Phyrexian mana utility. No Forests were harmed in the making of this deck.)

Speed Spectrum is a series of decks centered around mono color speed and aggressiveness in a Modern atmosphere. With that said, I'm a fairly frugal person, so I also try to work these decks based around a budget of $20-$25. The entire purpose of making a speed deck for each color is to experiment with all the colors and figure out which is best to counteract another Aggro deck (Primarily Mono Red). The few cards you may see repeatedly in each subsequent deck due to their massive utility are as follows: Memnite, Ornithopter.

Blue is not known for its aggro capabilities since its primary objective is manipulation and stalling tactics. Very few creatures and spells are created in blue to complement this playing style, in fact nearly none are suited to the task. However, utilizing its unique bounce abilities and a few transmutation spells (Thanks to martianshark for the Pongify/Rapid Hybridization ideas!), you can create a somewhat functional blue aggro-style deck.

How to Play

Aggro is a fairly easy game to play, but when playing Red, one has to consider your issues:
1.) Burn Spells - Say you just Pongify-ed an Ornithopter and here comes that damned Lightning Bolt, you just know it's coming... Solution (if on hand) is a Mutagenic growth for 2 life OR a Spell Pierce. Unless your opponent has TWO 'Bolts, you'll be fine and ready to throw an Unstable Mutation on it next turn.

2.) Haste - O yea, the true aggro cometh, and thy name be Goblin! If you don't get the first turn drop, there goes some of your life. Oh well, we all lose some life to one thing or another (vices aside). Since you don't need to focus on gaining life (seeing as you're not White), you just react with more creatures on your turn, i.e. Ornithopter and Memnite drops and the Imposter for a third.

3.) Buffs - This would be a problem, if you weren't Blue! Easy solution to their silly buffs (after all, what does red have for buff, Rocks?) is a simple Spell Pierce (again, if on hand. If not, that's what the Stacking Sage is for, of course.). Besides that, block with a Clockwork Beetle or some other expendable. In fact, until you start working your own creatures over, they're ALL expendable, so enjoy the dorito defense!

That pretty much covers blue (and unintentional green minority). Let me know if there's anything I could add that could make this better, though I am pretty sure I looked over this list DOZENS of times to make sure. Again, thanks to martianshark for the inspiration in this deck.
