Deck Description

Muktol is holding a challenge for beginner decks. Wanted to put in some effects novices usually shun, like self discarding. Not sure if the deck came out as beginner stuff, but it seemed interesting and thematic anyway.

This deck features discard effects hitting the opponent, but also [[Rotting Regisaur]] (x4), [[Key to The City]] (x4), [[Collective Brutality]] (x2) and [[Chainer, Nightmare Adept]] (x2) that affect yourself. This drawback is mitigated by various spells with Madness keyword (x14).

The win condition is [[Rotting Regisaur]] or [[Lightning Skelemental]]. Both can be brought back with [[Call to the Netherworld]] or [[Chainer, Nightmare Adept]]. [[Key to the City]] ensures ensures they hit hard, as long as you still have cards. If you are out of cards, [[Gutterbones]] in the graveyard might help. Remember that the card you draw from untapping the key can be used for the unblockability before [[Rotting Regisaur]] takes it away or [[Asylum Visitor]] checks your hand if it's empty.

[[Carnival//Carnage]] (x3), [[Lightning Skelemental]] (x4) and [[Collective Brutality]] (x2)make opponent discard cards, which makes it easier for [[Asylum Visitor]] (x3) to draw some cards late game. Though it's also quite likely you also run out of cards.

In addition to Asylum Visitor, the deck can also draw cards with Key to the City (x4). You should try to discard a card with madness, but if you can't play any such card discard a creature instead, since they can be brought back later with [[Call to the Netherworld]] (x3) or [[Chainer, Nightmare Adept]] (x2). [[Gutterbones]] (x3) is a good choice, since it can return itself from the graveyard if you deal damage. Damage dealing should be easy with either attacking creatures (possibly with unblockable from [[Key to the City]]) or spells like [[Carnival//Carnage]] (x3), [[Collective Brutality]] (x2) or [[Fiery Temper]] (x4).

Deck discussion for Rotting Pyre

You will have to explain the madness keyword thoroughly for beginning players... not only how it's rule works exactly, but also how it is best used. But beside from that, as the deck features very few other complex cards/ mechanics, it should work fine.
Cabal Initiate could be worth a look in normal decks, but since you suggested this for beginners, I wouldn't add another mechanic. Hell Mongrel would be a creature that let's you discard, without this mechanic.
I also would add some non-basic lands, for mana-fixing and to show new players that there are other lands, beside basics (and yes, I've seen Immersturm Skullcairn in the deck ;) )

Added Dragonskull Summits, since it's still under $50. Might maybe buy this as a budget deck without them though.

Hell Mongrel does indeed seem like a card that should be in a budget, entry level deck about madness. The current curve makes the 3/4 cmc somewhat problematic though. Might need to cut back on the "opponent discards" theme to fit him in proper.
