32 islands seems like far too many, and the merfolk kinda conflicts with the mil. On one side you're trying to win through damage, and on the other, you're trying to win through mil. The creatures you've chosen don't really back up the mil aspect, and so you end up dividing your forces in half, making it take twice as long, both to damage them and to mil them.
