I wanted a mill deck for modern so here it is. And the good thing is is that you don't really have to go first to be ahead!
Before turn one starts chancellor of the spires affect triggers if ahe is in your opening hand. Their tops 7 goes.Turn 1: lay down ghost quarter, take a land out. As they go to search their library for a land cast archive trap for free! Turn 1 top 20 gone. Turn 2: land for turn and try to mill them out. Be defensive. The deck is fun and you can possibly mill your opponent to death by turn 3 if you're lucky.

I play a competitive mill deck in modern and if your lucky you can do it before you take your first turn. However this will never happen. LoL. Chancellor is not a good strategy since the free 7 wont end up triggering more often then not and will be a dead card in hand more often then not as well. I would replace at least 3 with Mesmeric Orb (It works! Well.) I've also tried Quartering as a first turn play to activate the Trap but it usually slows you down at the crucially beginning. I'd suggest running 4 to 6 more fetches to trigger the Crabs more often. As well the addition of 2 Shelldock Isle will go a long way. Here's the link to my deck if you wanna take a look.
