Since you are using so few green cards, I would keep it solid blue. Mill decks tend to work better solid blue or blue/black. If it was my deck I would drop the green spells and definitely add Fog Bank (a good defender) and some more control cards.

Yeah, it's really nice with the Battlesphere's ability and voltaic key helps with that if I don't have another galvanizer out

Where is not spelled correctly. Drop the Bump in the Night because it doesn't fit the build of your deck and try to add some more creatures. With just the rats, you're likely to get overrun by creatures your opponent controls. Check out Specters, most of those are black and make your opponant discard.

A great one is Blighted Agent, because he's unblockable, and once they have that one poison counter from him, the game is in the bag for you.

I like the idea of this deck, but I would try to run a few more infect creatures. It will be easier to win by proliferate this way. Also check out Inexorable Tide, which lets you proliferate whenever you cast a spell.

Personally, I would drop red altogether and add a Coat of Arms and some control cards like Demistify, Ethereal Haze, and Oblivion Ring. However, if you really do want to keep the burn aspect of this, Lightning Helix is really nice.

It seems like the point of this is to be multicolored, so why the Baneslayer? Yeah, it's an awesome card but it doesn't seem to suit your deck build. And why the two planeswalkers?

You have way to many cards. Try to get as close to 60 cards as possible. I wouldn't use Kemba unless you're running an equipment deck. You don't have many of those in here. Also, try to get more playsets. If a card is worth putting in your deck, it's worth having three or four of them. Having a lot of cards that you only have one of makes gameplay choppy and it's harder to draw the cards you need when there are only one or two of them. Just trying to be helpful since you said you just started playing :]

Volt charge seems like a waste to me, for this deck at least, because I don't have anything to proliferate, except maybe Sarkhan. If I did drop the Hellkite Charger it would be for Parallel Lives so I can double the tokens from Sarkhan and the Broodmother. I do like Green Sun's Zenith, but I don't know where I'd fit it in at.

That Zirilian card is badass, but why do you only have one other dragon? You're not going to get to use his ability to the fullest like that. If you're doing green/red dragons, you DEFINITELY need Broodmother. She just spits out Dragons for you, and with Zirilan, you could play here very easily. You don't need Mirran Mettle at all because you'll never have metalcraft. I'd say drop that and Mutagenic growth for Giant Growth or Titanic Growth or Untamed Might. Those will all benefit you more than those two cards. Also try some cultivates or other forms of mana acceleration, because that is the main advantage of green decks and you should utilize that. Check out my myr deck here: http://www.mtgvault.com/ViewDeck.aspx?DeckID=225893 it may help you get some ideas cause it was my first deck, so I've had plenty of time to work on it and I think it's pretty strongly built.
I definately think you need more spells. Drop the Juggernaut because he doesn't fit the theme of the deck, and look at some instants with Metalcraft, like Dispatch or Dispense Justice.
