Sorry to say, but you can't use master of Etherium as your commander. He isn't Legendary. Consider Braids or Thada Adel for your commander, as they are blue artifact oriented Legends. Also, your lands can only be to produce Blue or Colorless mana, so no plains swamps or forests or mountains, the like. The land can only produce Blue or Colorless.

If your going to have menarch, then you can't have any colored spells in the deck.

Lies! He can use memnarch. Any colors in the legendary creature, even in his abilities are considered his colors. Since memnarch has blue in it, he can use it as the general.

That's something you'd have to test. If your deck is moving fast enough with it as it is leave it, but if there's some creatures or something you want to take out in exchange go ahead. You will need to remove the myr that don't add exclusively blue or colorless though, as those cards are illegal in EDH unless your general was 5 color. Take a look at Gilded Lotus and Darksteel Ingot for two accelerators.
Hey, I have a question about Commander identity. For Memnarch, can he really produce blue mana or not? Same for Bosh (red)? I got a complaint that I cannot use blue spells and Memnarch is a colorless general. Can someone please clarify because it would absolutely stink to make a deck that wasn't exactly legal. Thanks!
