Index is not a good card. It doesn't draw, so it doesn't replace itself, and you're forced to keep the cards that you see. For example, if you cast index and there's 5 bad cards, you can't really do anything about it. With something like taigam's scheming you could put them into your graveyard instead. If I wanted 1 mana card selection I'd play preordain or ponder, but they cost too much for this budget.
