Here's my sliver deck, which uses no basic lands at all. None of my decks are tornament style, and don't have much cash or cards, but suggestions are welcome.

im pretty sure that if you play dormant sliver, you have almost no chance of winning

The deck is designed to win no matter what I get out. I can win by milling, controlling, overwhelming, pumping slivers to higher power/toughness. The dormant sliver is actually very useful for me to get things out faster, and I use the top to control what I'm getting every turn to fit the situation. I'm actually 23-2-0 with this deck, which is only beaten by the record of my blue-green deck.
You are all over the place with this, figure out what you want to do. And metallic sliver, really? Also, you have a lot of land that produce colorless mana in what appears to be a pretty color heavy deck.
As I said with ToenailsOfGlory, this deck is meant to win no matter what situation I get forced into, and normally does. With the mana, I usually utilize either the gemhide sliver, or the vivids, or the unstables, or the ancient ziggurts, or the rupture spires, and though I have had a problem once or twice, I usually am able to get through without trouble.
