Need a non-creature artifact that will give me additional mana to replace 2 of the mass polymorphs.

I think I also need at least one additional Alter Reality ... it's really (I think) a big enabler for Perish, Doom Blade, and Phryexian Crusader.

Wow, you're right, Tempered Steel looks awesome! I'm really set on sticking with blue / black, though. I could possibly tweak it to be three color though... And yes, I'd definitely consider some proliferate cards like Contagion Engine, just haven't been able to decide what to give up :/ Inkmoth Nexus would fit well. Thanks for the suggestions!
