I like it. How about a few more 1 mana cards to make it even faster? Tormented Hero and Blooksoaked Champion would fit right in, though the latter is a bit more expensive. Defiant Strike has draw, and Oppressive Rays slows down your opponent's defense.
along with oppressive rays is crippling blight, it may even be enough to kill one of their creatures, if not no worries then they can not block with enchanted creature... i run crippling blight in my standard black aggro, works like a charm :)
Athreos, God of Passage would be really nice for this deck. I mean, I know he costs as much as this deck, but two of him will probably still keep you under $25.
Guess it is something that a player could add if they had one in their collection. I can throw it in to the sideboard.
chief of the scale is bad. should be Bloodsoaked Champion. also, you should be running 4x Seeker of the Way, as it is easily the best card in this list. Sorin, Solemn Visitor , Heroes Downfall, and Murderous Cut should also find a home in a deck like this. edit: didnt recognize this as a budget list. I am running a similar list to great success in tournament play, because its fast enough to get under the midrange decks quickly. the change to make this less budget isnt that expensive, so take my comment as that: a way to take it to the next level.

definately feel like having launch the fleet instead of devouring light or even going 2/2 on each would definately help, just continue pushing the aggression especially with spear of heliod on the field. i also enjoy feat of resistance in these kinds of decks, i feel it gives you a nice get out of jail free card to keep a creature on the battlefield when its about to bite the dust, as well as it adds a viable counter to them. bellowing saddlebrute is aslo a nice warrior to add, just a bigger warrior that should be cheap to fit into these kinds of decks
return to the ranks maybe in the sideboard. You have enough low drop creatures to make that card pretty scarey. that + athreos will keep creatures around

Obelisk of Urd is a good choice. Maybe even a maindeck card...

I like the deck for a budget deck, especially because this one really takes the cake as budget sitting under $10. I wonder though oh I wonder why you aren't running Mardu Skullhunter at least in the sideboard!! coming in tapped isn't an issue because I assume you won't be doing much blocking, and you get to rob a card from your opponent. 2 power at that.
Path of Bravery is a great enchantment to have when you attack with a hoard. I run it with my boros and always find it a great way not only to gain life but also power up your whole army, seeing how you're already ahead on life with the current setup.

Deck is awesome, I got it exactly has you have it posted minus some of the more expensive sideboard items. As is is pretty awesome but just a few things I tweaked for my play style: I added another seeker of the way, feat of the resitance is an awesome card, a took out of the timely hordemate and mardu hordechief and put in ordeal of heliod and ordeal of erebos (I feel like you can't go wrong with those cards. I went through the comments and got the cards people suggested and their in my sideboard and I'll try and integrate it into my games. But awesome deck, I love it.

I made a mardu version of this by just putting in some rabbles, war-name aspirants, and some mardu ascendancy. It isn't really budget anymore but it sits around $40 so not terribly expensive

Have you thought of using Master of Pearls? Give great boost to creatures for an all out assault. He is a really cheap rare and worth the investment.

Another option would be dictate of heliod. It is expensive but has flash and stays on the field. Good for tricking your opponent to not block and hit them for more after blockers are declared. Similar to Master of Pearls, but bonus is permanent instead of one turn.
There are some crazy warriors coming out in Fate Reforged:http://magic.wizards.com/en/articles/archive/frf-cig-enI noticed how aggro this deck is, so much early pressure. I think some of the 1-drops could put even more pressure (aven skirmisher and mardu shadowspear). I would really like to see how you format this tribal warrior deck with the new cards ;-)
