Looks like a nice deck although its going to struggle against aggro you can only counter so many spells and you have no solutions really once something hits the table. Might be an idea to look at aetherspouts or retraction helix or even splash red for some burn. At the moment you don't seam to have any real reason the maintain a pure blue deck I.e no devotion etc.

You make a good point and I have decided to splash red. My only question is that I lack creatures and was wondering if you had any suggestions.
It really depends on what your end game is or what your overall strategy will be. Im assuming you plan on reducing their life total to 0 so how will you get the damage through? typical control locks down the board before dropping a key creature to finish the job. An Ensoul artifact will kill in just 4 swings however if your splashing red a craters claws / mindswipe might help you get the damage through but leaves you more vulnerable to counterspells. Its tricky for a budget deck as control cards tend to be pricey. I have a red blue deck (although its more burn really) which might give you a few ideas if you take a look.http://www.mtgvault.com/sohlon/decks/master-the-burn/An idea you could use is Battlefield Thaumaturge combined with Icy Blast. you can essentially tap down all their creatures turn 3+ for 1 mana. Turn 2 if you play spring leaf drum as your 1st turn drop. plus the Thaumaturge gains hexproof if you target him aswell.
