Lands don't normally have color but with Painters Servant it creates an exception so he can mill the entire deck in one turn.

Journey to Nowhere is some of the best white board control. I would recommend adding it. Especially since this is t2 and a lot of things t2 are indestructible the Journey to Nowhere will be able to take care of them.

Why no Vampire Nighthawk? Take out some of the slow stuff or worse stuff like Drana, or Butcher of Malakir
This deck seems too slow. 30% costs 6 mana? 50% is 5 or 6 mana? That's way too slow. Especially if you plan on returning lands. I guess you have Azusa but that doesn't seem like enough. Good idea though. I like it

don't see how you win. lots of control and potential for infinite mana but that's it
narcolepsy is pretty much a must in case you can't counter something. also you prob want some more draw. brainstorm, telling time, fact or fiction is also good, maybe put a jace beleren in. all of those are relatively cheap except jace but $10 isn't too much.
summoning sickness means you can't make infinite in one turn with splinter twin
You don't get the windswept heath on turn 2 cause they're not basic lands. Good idea though. Pretty slick
