Eligeth provides more benefits to scrying, and Krark gives that bit of randomness. Combining the two presents an interesting and novel opportunity. Two notes: I just added basic lands so the land base should be improved, and I shied away from more expensive cards (e.g., dockside extortionist).
I'm not so familiar with the storm play style, but the goal of the deck is to play as many instants and sorceries as possible copying them along the way. The sideboard has other cards I considered. The deck originally was Krark and Ishai, Ojutai Dragonspeaker, but I wanted to focus more on churning through the deck rather than a spellslinger/attacking direction.
