I love Faeries! They get stronger if you add black to your deck for removal and some neat black Faeries.But for budget, blue is okay.Here I have some suggestions:I would cut some amount of your specific counterspells and go up on mana leak instead, because it is more flexible.Also I would add Favorable Winds and Scion of Oona to grow your Faeries.A few Echoing Truth would also fit nicely to bounce permanents that Vapor Snag does not hit.It could look somewhat like this:http://www.mtgvault.com/splinter/decks/budget-modern-faeries/

Thanks for your advice, I have not added Scion of Oona and Mistbind Clique because they are too expensive for my budget, Serum Visions are the most expensive cards and I added them because I already have 4 of them, however Favorable Winds seems really cool
so then i guess you found the best for your budget. well done!
