Honestly if your budget for an EDH deck is 20$, you probably should consider a different format. However this deck has some actual potential at the kitchen table. Zur is probably the best esper commander and while the most powerful variant is Zur Storm, you shouldn't underestimate Zur Toolbox. With this deck you are looking to stall out the game with boardwipes and getting whatever you need with Zur. When you have the game under your control, you can finally start beating down with Zur Voltron.

The deck is very skill intensive due to the toolbox nature of Zur, but if left unchecked he will get out of control.One cool thing to take note of when playing Diplomatic Immunity (or other Shroud effects for that matter) is that when an enchantment aura enters the battlefield, it doesn't target. This means you can put auras on creatures with shroud or opponent's creatures with hexproof. If that Narset is causing you trouble just tutor up a Pacifism with Zur ;) Keep in mind that casting an enchantment aura targets, so you can only use this trick when tutoring with Zur.If anything is unclear or you have some other questions, feel free to ask in the comments!
