As you can tell from my name I love simic decks and this one is really freaking cool :) I'd suggest just a little more draw power like Coiling Oracle. Check out my budget simic deck: http://www.mtgvault.com/simicmartin35/decks/budget-simic-extremely-cheap-2/
I'd say put in some dual lands. Theros has Scry lands. They come into play tapped but they're useful and a lot cheaper than the shock lands (seriously I wish people stop suggesting them. If I'm putting Evolving Wilds in then chances are I can't afford them). Also put in more Sentinels. Don't undersestimate the vigilance.
i wouldnt call this a control deck. Control decks have a lot less creatures. At least the ones ive seen do. Id suggest getting more azorious charms. Theyre my second favorite charm. My first being simic charm.

Win of the highest level but my suggestion: put in some Cloudshifts :D

HA HA! :) not bad man, would suggest replacing the Savage Lands. Mana filtration is important but mana speed is also important. I'd replace them with basic lands if I were you.
