Deck Description

I've been trying to make a good mbc deck for modern that is also cheap, for me at least as I have kalitas and urborgs.

The inspiration came from here: https://www.mtggoldfish.com/articles/budget-magic-87-37-tix-modern-death-cloud
I basically took the idea and turned it into something completly new and also quite cheap for me. The core has stayed the same in that it's still a deck that is trying to get a big death cloud and then just win with card advantage and 2/2, or rather 1/1 "beaters".

As far as making a non-budget version goes:
You'd play 4x Liliana of the veil instead of really almost anything, from Night's Whisper to Smallpox.
Fulminator mages instead of rain of tears.
1 more urborg and one more wreckage
And likely also the chalice-gemstone combo.

As far as wierd inclusions are concerned:
Accursed Witch: It gains life, the curse can protect your other more important enchantments, it has a 3/1 body (most of the time) that blocks and attacks very well. The lifegain is really what makes me include it, if you know of a better alternative please by all means tell me. Basically, it is a clock that requires no effort, you cloud and then you can just wait.

Sea Gate Wreckage: I mean, after you cloud away everything you'll be very glad to draw 2 cards a turn. You have 3 other mana sources survive the cloud and you use this during your upkeep.

NOTES:
1) Do I cut an Accursed Witch?
2) Do I meaindeck Curse of Death's Hold or Languish?
3) Do I add a 4th pox?
As far as my meta is concerned, it is quite small, composed of infect, burn, 2 delver decks, merfolk, abzan, zoocide, usa control(no nahiri), jund(rarely plays anymore), titan-shift or whatever the deck is called now, UB mill and 2 cheap-ish eldrazi decks. And also whatever people decide to proxy.

That's it, it's those 13 or so decks. And actual modern tournaments of the "FNM" kind are hosted like once or twice a year.

How to Play

The biggest change I made was putting in a playset of Night of Souls' Betrayal. This card makes it so that decks like affinity or infect get almost completly shut down on turn 3 and yes it has to be a playset due to consistency being super important, especially when it comes to removal.

Night's Whisper to get your pieces, NoSB to make death cloud better and to slow down opponents, then cloud and then something to win. That's the plan. It is kinda draw dependant but It's a fun and working mbc for modern so I'm happy with it. And even though not getting a cloud will hurt quite a lot, pox and rain of tears create a plan B and your creatures and NoSB can stall for MANY turns.

As far as matchups are concerned, anything that does not really want to interact with you, which is A LOT of stuff in modern, will likely die to pox and cloud due the decks either caring quite a lot about their creatures or their hands. And by interact I mean mostly, actually only counter, discard and LD, removal is kinda dead most of the time, especially if it isn't path.

Deck discussion for Budget Black Death Cloud

For the main board, I agree that deaths hold and night of souls' betrayal are good, but 7 of the effect at that much mana seems difficult, I would cut 4 and actually play a playset of Smallpox, removal, disruption and land destruction.

For your sideboard, play stuff like Ratchet Bomb to deal with misc artifacts and enchantments, Collective Brutality is cheap right now and a very good sb card in Modern. Pithing Needle is another good option.

Thank you very much.
The enchantments are a meta choice for me, I did forget to mention that. With infect, affinity, delver/young pyro variants, bobs and lots of lingering souls it does A LOT.

Smallpox I love, I have made dozens of decks that use it and here it is a pretty good replacement for lili. And the more I think about it the more I like it. What do I cut though? I guess all the curses go...

How in the name of Azmodan do I always forget about the needle? Like, every third pox deck I make I just forget to put it in the sb even though it fixes so many problems. Although, it is nonbo with death cloud...
What should the ratio be, smallpox makes cloud a lot worse, not bad, but worse. I guess that testing will show.

Thanks again.

You could play one or two Dakmor Salvage, as lands you can just dredge back after discarding or sacrificing them.

Salvage is a card I have considered and concluded that it's just not good enough, the only turn on which you'd want to play it is turn 1, after that it slow you down quite a bit. Besides that you also don't really want to use it after smallpox and you're pretty capeable to topdeck black after death cloud.
