To start off the official banlist series, what better than the (statistically confirmed) most played format?Commander is a banlist that is kind of complicated. For those of you who don't know, the Commander Rules Committee and Commander Advisory Group (or CAG) are both groups that exists outside of WOTC. Their job is to measure the health of the most played casual format, so obviously, a lot is up in the air in regards to universal bans. This isn't as hard as you might think. The CAG is almost entirely on Twitter, and are pretty consistently flooded with tweets about cards that should/shouldn't be banned/should be unbanned/etc. Plus, the format itself is casual, and the Advisory Group recognizes that the banlist is more of a loose guideline for playgroups rather than a strictly observed list. Some people are perfectly okay with others playing with banned cards, so the CAG leaves it up to the players' discretions.As for the list itself, most of the legends on this list just create unfun gameplay or inspire ridiculously powerful playstyles. Outside of the legends, we have cards that are known for being powerful, cards that would be busted in multiplayer formats, and cards that would be rough in Commander specifically.The list has been updated however, with both bannings and unbannings, so don't be surprised if this list changes in the future.

Usually when a card makes a big splash in commander, the CAG and RC keep a close eye on it. Haven't seen teferi popping up a whole bunch in commander, though :(
It goes to 10 2 turns after you play it, and that seems a bit oppressive, but I don’t know as I haven’t played in awhile
My knowledge of the commander rules is that planeswalkers, like Teferi, Master of Time, aren't allowed as commanders. Only PW's like Aminatou, the Fateshifter where it says "XYZ can be your commander" can be used as such.
