I would like to first say that I play magic casually, though I do know a lot about the Modern/Legacy decks. I like to find a card and make a deck around it, or make a deck around a common theme, usually on a decently low budget. You can actually make a decent Fluctuator deck for Legacy, and its cheap! The basic idea is to play Fluctuator and cycle your whole deck away, then play Lotus Petal for Songs of the Damned into Haunting Misery or Exsanguinate for the win!
So the basic idea is the play Fluctuator. If you don't have it, I would mulligan for it a couple times if needed. All you need is two lands in order to go off. If you aren't facing a deck that will just counter your Fluctuator or Songs of the Damned, then play Fluctuator and win! Otherwise try to make sure you have a Miscalculation or more preferably an Autumn's Veil to go off. The good thing about a cycling deck is you can cycle to search for your Fluctuator or Miscalculation/Autumn's Veil if needed! When you are at the point of cycling through your deck, cycle your creatures first for the most part. I would keep Sandbar Merfolk in my hand until I'd have to cycle it along with possibly Polluted Mires and 1 Remote Isle and/or 1 Slippery Karst. This way you can cast Autumn's Veil/Miscalculation/Songs of the Damned/Haunting Misery without Lotus Petal. The reason for keeping Sandbar Merfolk is because you can cast it from your hand for a chump blocker if needed. Sandbar Merfolk would go to the graveyard after you block with it anyways which is where you want it for Songs of the Damned. In the sideboard, I put Haunting Misery and Twilight's Call as two cards you could use in place of or in addition to Exsanguinate. I like Exsanguinate because you can win in a multiplayer environment with it as well. However, Haunting Misery is better in a Legacy environment because it only costs 3 and you can hardcast it if needed. Lastly, you can put in Gitaxian Probe to the deck if you would like to see the opponents hand to make sure they can't stop you from cycling through your deck or countering anything of yours.
