Still not legal...
Okay 7/10, I rate it that high because I know you were going for budget (which I know nothing about and never try for).
I know this may sound pathetic, and I may be taking advantage of this post, but could someone help me find out whats keeping my blue artifact deck from legacy? http://www.mtgvault.com/thewatchguard1/decks/blue-artifactplease-comment/

I suggest some 1 drops, everything is better wih 1 drops. Try steel wall.

Btw, there are enchants and equipment for that. It would be a good replacement for ratchet bomb.
I think that having just one infect creature isn't so great, simply because there damage to players doesn't stack with your other creatures.

Good, I personally love elemental decks because you can take mana out and have elementals give you it instead. I also like the turn one (I am very picky about turn one).
Ok, but you might want to consider turn one, the mana costs in this deck are pretty high. Good otherwise.
