This is an awesome idea currently I'm working on/running a mono-blue Talrand Mill deck but I was thinking of trying a Red/Blue Talrand burn and if I do I am so using this as my template. I love this deck, small creatures becoming big and just destroying any of the main decks right now like you mentioned, absolutely destroy zombies, werewolves and vamps. As Gaspartacus said 4 Elite Inquisitor would be awesome due to the fact that you would have 1 extra just in case but tricks of the trade would be hilarious to make Champion unblockable, and even if you had Artful Dodge for the 1 mana make unblockable till end of turn and flashback for 1 is still a viable option. Great deck ... LOVE IT!
Yeah it is standard, I'm working on updating it and have added another Talrand for the token creation, and I'm not sure if I have claustrophobia but I shall check and I was thinking of adding Fog Bank's but I was unsure as to what to take out for it.

For just using cards from M13 it seems good but in my opinion if you wanted it to work really well you would need to take the Vedalken Entrancer's out as they are too slow. Adding in Jace's Phantasm would be a good idea for creatures as it is a 1 mana drop for a potential 5/5. Using cards like Dream Twist, Thought Scour and Think Twice would work well in replacing cards like Index and Rewind that are kinda slow and not exactly the most useful cards to use. Clone is also one of those cards that is a little bit iffy as it can have its uses but at the same time might not always work. But great deck for just using M13 stuff, if you really wanted to invest in a mill deck adding Jace, Memory Adept or any of the Jace variants (depending on if your playing Standard or T1) would help immensely. Yeah I used to run U/B Zombie and even though I had no dual lands the Rooftop Storm was just pointless... it cost way too much and I had no zombies to play anyways. I might suggest possibly Mikeaus the Unhallowed, works great against human's and gives everything undying.
