Frogtosser Banneret makes all your rogue spells cost 1 less ( even your tribal artifacts and sorcery).You can sideboard Master Thief if your friends play artifact decks.And maybe you could change Zephyr Sprite since its not rogue you cant use it for prowl, other good 1drops are: Nightshade Stinger, Prickly Boggart or Guul Draz Vampire.

now this is probably a stupid question but is a prowl cost the same weather or not you have the banneret in play?
the banneret does reduce the prowl cost as well as the standard cmc because it is a alternative casting costthe prowl ability says "you may play this card for the prowl cost"and the banneret say "Rogue spells cost 1 less to play" your still playing the card just for real cheap
