Pretty Self Explanatory to any Blue Deck. Uses the Semblance Anvil to better play enchantments or creatures (though less likely for less benefit). Thought about using Palladium Myr but thought that more control enchantments could be utilized by this encompassing effect rather than a single {2C) mana boost. The creatures are some of the most incredible defenders I know for blue and will hopefully defend the player, along with the Dissipation field, until you can take over the more powerful creatures an opponent makes. Mana should not be lacking with 28 blue mana (24 land and 4 Myr). Though might be a bit too much. Sideboard has a boost for defenders with Echo Circlet, a little Scry ability, and some good counters.

I see where you are going with this, and would like to offer a suggestion.... Due to the lack of accel from blue, you might want to consider main decking some counters to help stall you opponent while you build the mana base you need to get the 'control magic' rolling. While the walls do offer you early defense, it seems that this deck would fall to speed aggro and weenie decks. Also, Corrupted Conscience interrupts (or could interrupt) your kill condition. Having a creature deal poison counters while others deal damage could prolong a kill as opposed to expediate it. Perhaps the A-4th Edition "Control Magic" would be a better, and slightly cheaper alternative. If you get the chance, I welcome contructve criticism, as well.
