You kill the early threats with Innocent Blood or Terminate. Then you start to destroy the lands with a Stone Rain. Then you may even want to trade some lands with Army Ants or Raze before you tie the knott with Burning Sands, Rumbling Crescendo or Helldozer. The Hypnotic Spectre is to make sure they don't even have cards in the end.Yeah, like that... :|

star of extinction seems like a natural to this deck, but I don't know how to fit into an already high mana curve. Might bring the deck slightly out of the "budget" tag!
