I'd guess the "can only attack alone" bit on MoC may be ruled to make him an invalid target for Kaalia.
To be honest, not only do you need to set up this combo but with Kaalia as a 2/2 she is pretty vulnerable to burn. Of which lots is available.
Equip Kaalia with Darksteel Plate.
with or without darksteel plate, its a 3 card combo... in EDH... that isn't exactly a guaranteed win. as long as they have blockers they are fine, or any removal, or any counter.... not a chance at being banned.

well wizards hasnt said anything and kaalia ability ursurps cruelties only can attack alone. Angelic Benediction is truly for standard and modern. i have killed some1 turn 3 with kaalia and master or cruelties since you can stack how damage is dealt ( cruelties deals no damage taking opponent to 1 then kaalia deals damage ending the game for some1 )
