This seems like more of a counter deck aside from the enchantments. I would take out some counter spells and but some draw spells in it to trigger the enchantments.

Deck is currently untested, but the idea is that it is a Mono Blue Control deck with a mill alternate wincon. 2 Mana to make them mill every time I counter them makes it easier to not focus too much on card draw. Psychic corrosion is incidental mill, not my main focus. Drowned secrets is a better card imo.
