You don't. Its more of a "piss off the whole table" deck.
Why?
I mean add at least one card as a win condition, like martial coup or something.
wow, thats a cool deck, it would be more of a multi player deck though I would think.
The idea behind it is that it is very cheap, so a pay X type card would likely be ineffective.
