Looks good - and you were right, I haven't seen this particular combo before, but something that resembles - I believe it was with mana-rocks and Voltaic Key.
You've probably went through a lot of cards, discovering this combo, and a card I think would help speed up the process, is;

Karn's Touch
Instant
{U}{U} :

Target noncreature artifact becomes an artifact creature with power and toughness each equal to its converted mana cost until end of turn. (It retains its abilities.)

However, this card should only be used in your deck, if you have victory at hand, and the mana to do so.

You could, on the other hand, apply Sundial of the Infinite, which would scheme your animated Time Twister into being an artifact creature permanently

I'd also add a bit of protection, other than your enchantments - and since you're playing blue, perhaps a playset of Counterspell. Playing 1-1 a single Counterspell could swing the game in your favor

Thanks for your advice but i would like to stay with enchantments to ensure my permanent artifact creature. Also i did move some cards around for the counterspells.

ok so first up, making time vault a creature makes it much easier to remove from the board because then it is susceptible to creature kill. a lot of your hexproof can be replaced by simply adding in privileged position, which covers every permanent you have out, as opposed to just creatures. getting 2 of them out hexproofs your entire field, meaning only a board-wipe spell could hurt you, or rare exceptions to the rules like council's judgement from conspiracy. now that being said, here are my suggestions:

drop
-2 alpha authority (replaced by privileged position)
-2 asceticism (replaced by privileged position)
-2 canopy cover (replaced by privileged position)
-3 time vault (keeps it legal to play)
-3 seeker of skybreak (replaced by twiddle)
-4 tropical island (just a personal preference because its expensive as hell)

add
+1 tezzeret the seeker (untap, fetch, and creature-maker all in one. perfect for this deck)
+3 twiddle OR voltaic key (1 drop untap. twiddle works best with arcanist and isochron, but key works with unwinding clock, so its your choice on this one)
+3 privileged position (mass hexproof)
+2 elite arcanist OR isochron scepter (either of these guys plus twiddle, counterspell, or mana leak is your best friend, but isochron is best if you use it with unwinding clock)
+4 yavimaya coast (cheaper than tropical island, still comes in untapped, and can be used for colored mana)
+3 mana leak (you need more counterspells, and this one is good for early game, where you will be weakest)

i have a deck that does something similar to this one, but it is purely for the hilarity of the deck. it has a few other cards you might like in it so take a look

Very nice combo. I like the synergy between time vault and azor's elocutors
I would add a lot of draw power like divination so you get your boss cards, and sphere of safety as a playset to insure azor's effect if you don't have time vault out and since you have a lot of enchantments.
I agree with sundial, and it can act as a counter card so it's even better than a counterspell

Very nice!
Time Vault + Ensoul Artifact + Instill Energy = So much fun!
I could suggest Freed from the Real, but it would be silly, right?
Also, sideboard March of the Machines could work.

Oy, this is not my cup of tea, I don't deal with multi-hundred dollar decks, let alone multi-thousand dollar decks :p

However: switch Aphetto Alchemist with Kiora's Follower. It untaps any permanent, so it also untaps lands. Alos, it's cheap :p

I'd be envious if it wàs your own deck :-) I just don't deal with budgets like that. It's a fun mental plaything if you don't have the cash, I suppose (and a very cool plaything if you hàve the cash), but I prefer to try to get the most out of the cheap cards as possible. But to each his own :-)

i agree with kiora's follower. thats essentially a free mana and artifact untap, so it makes it twice as useful as aphetto

A great deck (other than that it's expensive, but that's because I like budget building XD).

Really, I think you have everything you need here: some control, many ways of untapping things...Not sure what other constructive comment I can make.

Maybe replace Counterspell with Mana Leak for less blue dependency for the counter? XD

Did you actually manage to get the budget from 1500 to over 8000 dollars for a deck that's not even legal in any format and can still lose to 5-dollar decks? This is ridiculous.
