Until you need to rip a Dragonstorm out of someone's hand turn one and Inquisition will only take care of one of the mana accelerators. Then Seize > Inquisition.

Unless you're fighting heavy burn, Seize will almost always be better than an Inquisition. But you could always just run both and not decide between the two.

My two cents here, but I feel like in the current modern meta, Inquisition trumps Thoughtseize, while in the legacy meta, Thoughtseize reigns supreme.
