Is the "Then put three 8/8 blue Octopus creature tokens onto the battlefield" part of the emblem or only activated when using the -8 ability?

no the emblem just says: "Whenever a creature enters the battlefield under your control, you may have it fight target creature". a picture of it: http://dracoti.co.za/wp-content/uploads/2015/09/emblem-kiora-master-of-the-depths.jpg
That is all
But after the emblem hits you put three 8/8 octopus creature tokens on the field who can each fight a creature. but this part is a 1 time deal only. otherwise that emblem would be outrageously OP xD
