Nice! Love the dream tides. Old school use of vigilance. Looks like good defense. I also recommend Judge's familiar for more early control. +1 here for old school! Great job!

Have you thought of using static orb? Each player only gets to untap 2 perms each turn. Combo'd with Dream tides the other player is SOL, and it gives you another chance to draw the semi-stasis card you need. I just build a RUW deck that does more or less the same thing, but it's part red because I wanted to use Lightning Angel, and it isn't all flyers.
