This deck is a budget mill deck based around instants and sorceries. The card draw, archaeomancers, and panoptic mirrors are for continued mill spells. The Man o wars and fog banks are there to help with creatures.
Try to mill the opponents deck down to zero cards. Panoptic mirrors are a big help with this as they can duplicate card draw (divination), large mill (seven per turn with mind sculpt), or a combination (thought scour). Generally you want to try to empty your hand as quickly as possible. The codex shredders are in the sideboard for more card retrieval if that's necessary. The grindclock is in there for more sustained mill. Counterspells are for those who find this deck too slow (yeah, it probably is), and evacuation is a big help mid/late game against creature decks.
