Arcane Melee feels to be a must-have, as does Goblin Electromancer. Never seen Counterbalance before, adding it to my variant on this deck straight away. I don't love Archmage Ascension; it's a fantastic card in theory, but in reality it never seems to kick off.

I think you need considerably more Shadowborn Apostles.Jar of Eyeballs: Terrible card in almost every single deck but this. Here it lets you spend three mana to dig 12 cards deep per turn (or 24 deep every other turn, 36 every third, etc.) once you're rolling with Apostles and Shirei.
I'd be tempted to replace maybe one O-Ring and one D-Blade with two Prison Terms, just for the flexibility.
3 bucks now which isn't terrible, but I bet it falls to half that post-rotation.
Ratchet bomb to basically ensure no token ever lasts more than a turn.
I'm a fan of Levitation in any blue creature-heavy deck. Call to the Grave and Endless Ranks of the Dead are pretty inexpensive, too, and are both brutal.
Make a second deck mock deck on here and match the two of them against each other to test it. If this deckt is alive long enough to even play the Djinn I'll eat my shoe. Turn three Cyclops, make him unblockable with a Artful on turn four, flash it back to make him 7, Fling him, game over. Math it out, but I think you'll find you're better served that route. I'll take a Cyclops/Snipe/Young Pyro combo with nothing but one mana/two mana instants/sorcerys with flashback all day long.
Nivix Cyclops x4 over Djinn's and one Charmbreaker. Artful Dodge over Frost Breath (cheaper, double procs Guttersnipe and Cyclops). 4x Fling.
Mass Calcify
You could afford to lose a creature, especially since so much of what you doing involves counter manipulation and you have a finite amount of that you can do per turn anyway.

Less critters, more instants. I'd yank the Electromancers, the Blistercoil Weirds, and the Hypersonic Dragons. Add two more Artful Dodge, 4 Fling, maybe 2 Unsummon or Faithless Looting. Dissipate are too expensive, as are Aetherize. The opponent won't be alive long enough for it to matter whether he casts a creature. If you've got a Gutternipe down and either a Cyclops or Fluxcharger down then an Artful Dodge and pretty much anything else is GG. Dodge the Cyclops or Flux to make them hit for 4-5, generating 2 from the Dodge via Guttersnipe, flashback the Dodge again for the hell of it (and two more), then Fling. Faithful looting lets you get to the cards you need faster (while generating damage), etc.
Capsize maybe? The replayability in EDH is pretty pimp. Same with Shattering Pulse.
Talrand would be worth considering as well. I know you said you wanted to keep creatures low, but his synergy with that may instants/sorceries is hard to pass up.
Depending on your meta, be prepared to get hate-killed pretty regularly, though. I have a buddy who runs a very similar deck . . . or ran a very similar deck. It was so powerful and irritating that people in our playgroup basically had to build specifically to counter this one deck which just irritates everyone and resulted in him getting focused and killed so he wasn't having fun either.
http://manabasecrafter.com/ is a fantastic spot to find old, obscure non-basics for your color combination, too. I almost always manage to find a land or three I'd forgotten about/didn't know about that can be had for a quarter online that works.

Though it's nice to have the option when someone else plays dickish.
Freed from the Real and/or Pemmin's Aura for multiple Niz taps per turn. Sigil of Sleep so whenever Niv pings someone it bounces a creature. Charisma to ping a creature and steal it with Niv? Not sure it'll work in your deck as well as mine where all the creatures are Tim-types, but when it rolls it rolls.
