This deck is meant to be played very fast by casting spells quickly. The board-wipe, essentially, is the speed in and of itself. Harness the Storms allows you to play the one-cast spells two or three times in a row, which could be critical. It also allows you to flip Thing in the Ice even faster.
When I think about playing this deck, I think about playing Thing in the Ice fast, and becoming ready to flip it. By turn three, try to have one Galvanic Bombardment and one Take inventory in the graveyard, with Harness the Storms on the battlefield. This will allow you to do four damage with Galvanic Bombardment, two times for two mana. It will also allow you, for four mana, to cast Take Inventory and get FOUR cards. This will then let you burn your opponent faster, and get that oh-so-desirable Pyromancer's Goggles onto the battlefield. Then cast Ravaging Blaze with it and reck your opponent! Post Note: It is also critical to get Thermo-Alchemist onto the battlefield as quick as possible. When you are casting 2-3 things a turn, you are burning them for 2-3 damage as well, per Alchemist.
