I like the idea behind it, and like that you're trying to keep it budget. I like even more that Samuel Jackson is a deck tag for this! I do have a few suggestions though. Feel free to shoot them down if you really like the way you set this up.

awkwardly enough, uncanny speed is much too slow for this deck. It's only real application would be for use on a kiln fiend, and in order for kiln fiend to need and receive haste, i'd have to play it turn 4. I would much prefer Titan's strength, because I won't be needing to give my creatures haste.

Guys I play competitive Modern MTG, and the deck I use is unstoppable. I only don't post it on this site so that the entire MTG world doesn't implode, but I'm giving you guys this secret just to explain the incredible significance of the Chimney Imp. See you start out by mana ramping with things such as Black Lotus, Dark Ritual, and Blacker Lotus, until you can get mimic vats and chimney imps out. You then burn your imp with something efficient like Lava Axe, and exile it with mimic vat. Then, by using mimic vat every turn, the overpowered enter the battlefield ability will prevent your opponent from drawing any new cards! This is the theme of the new trend of "Anti-Mill" decks.

I was just reading over Chimney Imp for the first time. That's a darn good card! Well done. Imagine what it could do if it had something like... I don't know flying?

ok, but how is this deck actually going to deal damage to a player? The combo this deck is going for works much better with burn. Congratulations! you replicated a counterspell... there's nothing to use it on. This deck can't even stall incredibly decent. I don't know many decks it could actually beat. And I'm thinking in terms of other cheap modern decks.

The guildmage and training grounds combo nicely, however you're wasting it on too much countermagic, which doesn't even copy well. Kinda ruins the combo. For this speed I'd add either guttersnipes or Spellheart Chimeras, remove some countermagic, keep maybe the mana leaks or negates (you can burn creatures) and add a lot more burn. That way when you're copying spells it's worth while. Also maybe goblin electromancer. Helps things work quickly. Good job with the manamorphose. Mana wise you're probably going to want some Sulfur Falls or Steam Vents.

it's easier to use kiln fiend for pumping. And there are several creatures like that, but it's too much mana and not cheap enough. Where as kiln fiend gets +3/+0 for me say... giving it double strike, for 1 mana. I'll check it out right now.

Both are great cards! Rift bolt doesn't combo well with the idea of this deck being more creature based however, and fireblast isn't modern legal.

Good additions may be "Ambiguity", and "Flaccify", the first being a very strong enchantment helping the purpose of you deck, the latter being a very good counterspell. As far as counter-magic goes, these may be the... wait for it... Best of the Best.

Best of the Best. Most definitely. I'm so amazed by the power of this overwhelming deck! It's like... whatever I do... will be countered! Good idea adding the temples of deceit, the scry ability really helps these days. I don't know why more people don't run them in mono colored decks! And you have the Delver of secrets as an obvious, and unthwartable win-con. All in all, make this deck! It will be the best $400 anybody has ever spent.

I'd also recommend running 4 Isolated Chapel's as land just to help not getting 1 color mana locked. A lot of people run really expensive lands, but just Isolated Chapel and/or Orzhov Basilica should help. Pretty cheap.
