Deck discussion for Competitive Goblin

Seems pretty solid, but some thoughts.

Since you are playing Black, why not add even more effective removal? Stuff like Dismember and Terminate. I would also just play a full set of Blood Crypt and atleast a basic swamp, to help work with your sideboard Blood Moons.

In the side I don't think you need the full Rakdos Charm, it's good but not a 4x good. Rain of Gore and Everlasting Torment I don't understand why you would need them, I could see them being some sort of disruption, like Thoughtseize, maybe some sort of Silver Bullet Goblins perhaps.

I think eight fetchlands are enough to get the black mana when I need it, even with one ravnica land ( the second one is just there if the fist one should get disrupted ).
For the Blood Moon scenario: a single swamp is just too inconsistent; I think it might be better to just stick to mono red in that case.
For the Dismember I agree though, it is more versatile than Combust.
Everlasting torment and Rain of Gore are in because I expect quite some lifegain in my meta.
The Charms are very effective especially against Twin decks, but since I only need one to finish them of I agree with you that 4 are too much.

I've seen before a number of Goblins with really weird, situational abilities. Some that I think in the right match up would be insane. Boggart Harbinger can be a way to tutor them, if it becomes a more prevalent idea.

Arms Dealer - Turns all your goblins into a kill spell to stop Splinter Twin Combo, trade with large threats.
Boggart Shenanigans - RIP wraths.
Fodder Launch - Maybe against creature based decks, feels like just a jumbo Searing Blood.
Goblin King - Against Red decks, other then that just another Lord in a way.
Goblin Wardriver - Actually surprised this guy isn't in the main.
Ib Halfheart, Goblin Tactician - Turn all your guys into kamikazi bombs.
Murderous Redcap - Block kill a guy, block again to kill another small guy.
Stingscourger - A bounce spell on a goblin of all things.
Tarfire - With Harbinger, tutorable shock.
Vexing Shusher - RIP counterspells.
Warren Instigator - Another card potentially for the main, let's you vomit out goblins.
Warren Weirding - Tutorable edict effect, and if needed turns 1 goblin into 2.
Zo-Zu the Punisher - Seems pretty good against Control and Scapeshift decks.

In the end I could be HORRIBLY wrong, but if you do go with these "Silver Bullets" kind of Goblins, I would have to recommend using the Harbinger to find them, and maybe even Aether Vial so you can play these guys at instant speed.
