Bone Shredder Question

If there isn't a non artifact, non black creature in play, what happens when you play a Bone Shredder ?

Reading the card it doesnt seem to be part of the cost, but it also doesn't seem to be a May ability either.

Bone Shredder

The comes into play effect fizzles but the creatue would stay in play.

If there are ANY nonblack, nonartifact creatures in play (including your own) then you MUST target one.

The best part about this card is this ability though so I wouldn't waste it by playing it without destroying anything or worse; destroying one of your own creatures! ;)
