I'm by no imagination a well travelled magic player, but can't say I've seen anything like that before!

A quick google brings up: Card Sleeves @ Cool Stuff inc where there are some which have a generic holographic image on them.. maybe it was those?

An all foil deck would be crazy money, surely? :D

lots of people play with all foil decks, I know a guy playing an all foil Rock legacy deck with foil vindicate, foil tarmogoyf, beta duals, etc...
Most EDH players I know have at least 1 all foil EDH (100 cards singleton) deck.

So it must have been that.

I've seen them too, there are all sorts of different holographic sleeves. Some make the cards look foil, some look different. Stick an actual foil in one of them and it's like staring at a lightbulb.

yes those sleves exist. they're cheap on star city games.
