Howling Mine

Hello, could u please clear up the way the Howling Mine works? I mean when it's owner can tap/untap it, and can he take both actions, so that he untaps at the untap phase, then at the draw step he draws two cards, and then taps it?:confused:

Well, let's see. The M10 version requires Howling Mine to be untapped for it's ability to be effective. It however has no tap ability. The only way I see this Artifact being tapped is via a spell or another ability from something else. In which case, that would be a viable situation.
