Deck Challenge: Control Deck

Ive been trying to create a control lately. It can stall for a pretty long time but I haven't found a way to kill the opponent except for attacking with my creatures but they are just weak and used for chump blocking. So can anyone make a U/B control deck that is less then $30 and that includes the cards:
Akuta, Born of Ash
Cabal Ritual
Decree of Pain
Mind's Desire
