Looking for card

Hello
Does anybody know any cards (enchanments) which ability is some like:
" When player loses life you may have that player draw a card."?

necroptence? pay one life at the end of your turn draw a card.(or something like that)
phyrexean arena: at the begining of your upkeep draw one card and lose one life

Are you trying to mill someone by forcing them to draw whenever they take damage or do YOU want to draw cards?

Underworld Dreams is the exact opposite of that card. But what you're looking for currently doesn't exist. My guess is that it doesn't because it would create a death chain with the Dreams; it would be the bane of casual play circles everywhere!

I'am trying force opponent to draw card whenever opponent takes damage.

I don't believe that exists. Getting your opponent to draw is usually a bad thing, the 'walker with the most cards usually wins (unless it's TurboFog. I hate that deck)

I think everyone hates fog decks, its the only thing other than counter decks that can reasonably be called a "No" deck.

And get milled out? You still die to drawing too many cards, the Turbo Fog deck will prevent as much damage as possible.

Not with 1 mythic Eldrazi it wont. Mill is no longer a viable deck if you always sideboard one ;)
