Regeneration Vs poison counter
If i were to poison a blight dragon to death (put 4 poison counters on it) can it still regenrates?

How do propose to put poison counters on a creature?
I assume you're talking about a creature with infect, which deals damage to creatures in the form of -1/-1 counters. You're thinking of a situation in which the Dragon's toughness has dropped to zero or less.
704.5f If a creature has toughness 0 or less, it’s put into its owner’s graveyard. Regeneration can’t replace this event.
So if you're asking what I'm pretty sure you're asking, the answer is "no."
